Perpetrators are increasingly using messenger services such as WhatsApp, Telegram and co because – unlike conventional telephony – the state is not allowed to monitor them. It is clear that this raises a number of problems, especially with regard to criminal prosecution. The question of whether and to what extent the state’s surveillance rights should now be extended to include messenger services is therefore more relevant than ever. During the two-hour discussion, this was confirmed once again – the topic will continue to occupy us in the future, as the questions can never be answered with a simple yes or no.
Thanks to the rest of the panel for the interesting arguments, the Institute for European and International Law at WU for organising this exciting event, and Mag Benedikt Kommenda from Die PRESSE for the successful moderation.
